GitHub Copilot in Russia: what works and what to use instead
What makes GitHub Copilot a question mark for users in Russia, and which alternatives work in VS Code on your own API key.

People search "GitHub Copilot in Russia" when they want to know one thing: can it be used from Russia and what to do if not. We cannot answer for GitHub, so below we separate what is known from the documentation from what depends on your account and the service's terms. Then we show a working alternative: chat and an agent in VS Code on your own API key, which does not require a Copilot plan.
State as of October 18, 2026. GitHub's terms change, so before paying or signing up check its site and documentation.
What we can say about Copilot from Russia
From GitHub's documentation the following is known:
- Copilot has a free plan (Copilot Free) with a monthly allowance of suggestions and AI credits, as well as paid plans for individuals and organizations;
- paid plans on GitHub.com are paid with a credit card or through PayPal; for other payment methods you are directed to GitHub's sales team;
- access depends on your GitHub account, plan and organization policies if Copilot is provided through an organization;
- students, teachers and open-source maintainers may qualify for free access to a paid plan under GitHub's terms.
What we do not know and do not claim: whether your specific account will get access and whether payment by your card will go through. GitHub decides that, and the answer can change. The typical questions users from Russia run into lie in two areas: paying for a paid plan, and the state of the account itself. If you have difficulty with them, check the terms on GitHub's site and with its support rather than relying on forum advice.
We do not quote Copilot plan prices and limits: see the current plan on GitHub's site.
What Copilot needs to work in VS Code at all
For suggestions and chat to work on the Copilot service you need three things: a GitHub account, access to a plan (free, paid or through an organization), and a network from which GitHub's servers are reachable. If one of the three is missing, Copilot chat shows errors such as "Language model unavailable" and suggestions stop appearing.
What works independently of Copilot
For the VS Code editor, Microsoft provides Bring Your Own Key (BYOK) mode. It is described in the VS Code documentation, and it has an important implication for your question:
- BYOK models work in VS Code chat without signing in to GitHub and without a Copilot plan;
- you can connect any compatible address that speaks Chat Completions, Responses or Anthropic Messages (the Custom Endpoint option);
- you pay the key's provider, not GitHub.
This is how Zukko connects: a fetch_... key, the address https://api.zukko.pro/v1/chat/completions and a model identifier. In short, per the VS Code documentation: the Chat: Manage Language Models command, then Add Models, then Custom Endpoint; the API type is Chat Completions, and the address field is best given the full path ending in /chat/completions. Model settings are stored in the chatLanguageModels.json file.
An honest boundary: BYOK covers chat and agent mode, but inline suggestions as you type, semantic search and embedding-based features remain with the Copilot service. If autocomplete is critical for you, take this limit into account.
What replaces Copilot in VS Code
| Option | What it gives | Where it is configured |
|---|---|---|
| VS Code chat and agent (Custom Endpoint) | a model on your key in the familiar chat | chatLanguageModels.json |
| Cline | a sidebar agent that edits files and runs commands | extension settings: OpenAI Compatible |
| Kilo Code | another agent on your own key | extension settings: OpenAI Compatible |
| Claude Code | a terminal agent with a VS Code extension | ~/.claude/settings.json |
For Cline and Kilo Code, setup comes down to three fields: provider type, Base URL and key. For OpenAI Compatible the address is https://api.zukko.pro/v1. Roo Code is not on this list: according to its developers, the extension was shut down on May 15, 2026, and they themselves suggest moving to alternatives, including Cline. Step-by-step instructions are on the VS Code extensions page. Differences between them are covered in the overview VS Code extensions for working with AI, and a comparison with the terminal approach is in GitHub Copilot vs Claude Code.
How to get access from Russia and pay
Access from Russia is through the Zukko gateway: payment by SBP, MasterCard cards or cryptocurrency. The balance is in dollars, there is no subscription, and you pay per token.
- SBP: payment in rubles at the market rate at the moment of payment, and the payment page adds an 8.5% fee on top. The balance is credited with the dollar amount you requested. Example: to get $5, you pay 5 × 1.085 = $5.425 in ruble equivalent at the rate.
- MasterCard cards: fee about 13%, amounts from $2 to $594. For $5 that is about 5 × 1.13 = $5.65.
- Cryptocurrency (USDT and others).
The minimum top-up is $1. The only addition to a balance is a one-off $0.50 for subscribing to the @zukkopro Telegram channel, once per Telegram account. This is not free access, just a small reserve for testing the connection.
What chat costs instead of a subscription
To compare with a subscription, the formula is simple: you pay for the tokens you actually used. Zukko prices as of October 18, 2026 (per 1M tokens, input / output): claude-sonnet-5-5 is $0.4 / $2, gpt-6.1-sol is $0.27 / $1.32, deepseek-v4.1-flash is $0.013 / $0.038.
A working-day example: 100 chat requests of 5000 input and 800 output tokens, no cache.
- input: 100 × 5000 = 0.5M tokens, output: 100 × 800 = 0.08M tokens;
claude-sonnet-5-5: 0.5 × 0.4 + 0.08 × 2 = 0.2 + 0.16 = $0.36;gpt-6.1-sol: 0.5 × 0.27 + 0.08 × 1.32 = 0.135 + 0.1056 = about $0.24;deepseek-v4.1-flash: 0.5 × 0.013 + 0.08 × 0.038 = 0.0065 + 0.00304 = about $0.0095.
Agent mode uses more tokens because the context is resent at every step, and for Claude the cache discount works through the Anthropic format. To cap spending, set a daily and monthly limit on the key in the dashboard.
Compare models by price, context and strength index (as of October 18, 2026: claude-sonnet-5-5 48, gpt-6.1-sol 52, deepseek-v4.1-flash 39), but above all test on your own tasks. You can start by creating a key and connecting it as described above.
FAQ
Does GitHub Copilot work in Russia?
We cannot answer for GitHub. Access and payment depend on your account and the service's terms, so check GitHub's site and support. If Copilot is unavailable to you, you can keep working in VS Code on your own key.
Can I use VS Code chat without a Copilot subscription?
Yes. According to the VS Code documentation, models with your own key (BYOK) work without GitHub sign-in and without a plan. Inline suggestions, semantic search and embedding-based features do not work in that case.
What replaces Copilot autocomplete?
For chat and agents there are replacements (Custom Endpoint, Cline, Kilo Code, Claude Code). For inline autocomplete as you type we do not offer an unambiguous replacement: look at solutions that support connecting your own provider, and at Copilot's own terms.
How do I pay from Russia?
Through Zukko: SBP (with the payment page's 8.5% fee), MasterCard cards or cryptocurrency. The minimum top-up is $1.
