ChatGPT does not work in Russia: what the errors mean and what to do

Access errors for ChatGPT and the OpenAI API explained, with their causes and a way to use GPT models through a gateway in chat and via the API.

5 min · · errors · models

If ChatGPT is not working in Russia, there are different possible causes: from regional restrictions to payment and key problems. Some errors come from the service itself, others from your code. Below we go through typical messages, explain what stands behind each, and show a way to use GPT models through the Zukko gateway: in a browser chat and via the API.

Does ChatGPT work in Russia or not

The answer depends on what you call ChatGPT.

  • ChatGPT as a website and app. This is an OpenAI product. Its availability is set by its own rules and a list of supported countries. Russia is not in that list; see the OpenAI site for the current list. Subscription terms are there too; we do not quote them because they change.
  • The OpenAI API. This also depends on the region and on how the account is paid.
  • GPT models through a gateway. These are the same model families, but access goes through Zukko: your own key, a dollar balance and payment methods available from Russia.

It is important to understand the difference: ChatGPT is an app with its own subscription, whereas Zukko gives access to GPT models via the API and in its own chat. They are not the same, and the gateway does not replace a ChatGPT subscription. It covers tasks that need models rather than a specific app.

What the typical errors mean

An unsupported region message

When you call the OpenAI API from an unsupported country, you get an HTTP 403 error with a message saying the country, region or territory is not supported. The cause is neither your code nor your key: the request is rejected by region. Request settings cannot fix this; a different access route is needed.

401: invalid key

The key was typed with a mistake, revoked or belongs to a different service. A typical case: an OpenAI key is pasted into the client while the address points to Zukko (or the other way round). A Zukko key starts with fetch_ and works only with Zukko addresses: for OpenAI clients that is https://api.zukko.pro/v1.

402: not enough balance

In Zukko this is what an empty balance looks like. Top it up in the dashboard and the request will go through.

The insufficient_quota and credit_balance_exhausted errors

These responses come from OpenAI's side (HTTP 429): prepaid credits have run out or a spending limit is exhausted. Per OpenAI's documentation, the error type may be insufficient_quota, while the code field shows the specific cause, for example credit_balance_exhausted. Retrying will not help here. A breakdown is in insufficient_quota in the OpenAI API.

404: model_not_found

The model name is unknown. GET https://api.zukko.pro/v1/models returns the list of available models, and names should be copied from there.

429: too many requests or a key limit reached

Zukko has no general rate limit, but 429 comes when the daily or monthly limit of a specific key is exhausted (key_daily_limit_reached, key_monthly_limit_reached) or the model provider has its own restriction. Check the key limits in the dashboard or retry later.

503: provider unavailable or model disabled

Try again later or switch to another model from the list. The model_disabled code means the model is switched off: pick another one from GET /v1/models.

Other codes are collected in 401, 402, model not found.

Option 1. GPT models in the browser chat

  1. Sign up at zukko.pro and top up the balance from $1.
  2. Open the chat.
  3. Pick a model, for example gpt-6.1-sol, and start typing.

There is no subscription; you pay for tokens. Prices at October 18, 2026 for gpt-6.1-sol: $0.27 per 1M input and $1.32 per 1M output (the official OpenAI price is $2 and $10). A typical question with 1,000 input and 500 output tokens:

  • Input: 1,000 × 0.27 / 1,000,000 = $0.00027
  • Output: 500 × 1.32 / 1,000,000 = $0.00066
  • Total: $0.00093

For comparison, at official prices the same question costs $0.002 + $0.005 = $0.007.

Option 2. The API through the OpenAI SDK

If you have code that worked with OpenAI, usually it is enough to change two parameters: the address and the key.

bash
from openai import OpenAI

client = OpenAI(
    base_url="https://api.zukko.pro/v1",
    api_key="fetch_your_key",
)

try:
    response = client.chat.completions.create(
        model="gpt-6.1-sol",
        messages=[{"role": "user", "content": "Hello! Answer in one sentence."}],
    )
    print(response.choices[0].message.content)
except Exception as e:
    print("Request error:", e)

The same through environment variables, without changing code:

bash
export OPENAI_BASE_URL=https://api.zukko.pro/v1
export OPENAI_API_KEY=fetch_your_key

The address must end in /v1: that is what clients built on the OpenAI SDK expect. A convenient way to test the key is to request the balance:

bash
curl https://api.zukko.pro/v1/balance -H "Authorization: Bearer fetch_your_key"

If JSON with the balance comes back, the key is accepted (the model list GET /v1/models is not suitable for this: it is open and does not validate the key). If your app has a provider choice, select an OpenAI-compatible API, enter this address and key and check the app's own documentation. A more general overview is in ChatGPT in Russia: how to use GPT models.

Checklist when a request fails

  1. The address ends in /v1 (for OpenAI clients).
  2. The key starts with fetch_ and is copied in full, with no spaces.
  3. The model name is taken from GET /v1/models.
  4. The balance has funds.
  5. The key's daily or monthly limit is not exhausted and the model is in the allowed list (allowed_models), otherwise you get 403 model_not_allowed_for_key.
  6. The request is not too large, otherwise you get 413.

How to pay from Russia

Access from Russia is through the gateway. The balance is topped up from $1:

  • SBP: payment in rubles at the market rate, the payment page adds an 8.5% fee on top; the dollar amount you requested is credited to the balance;
  • cryptocurrency (USDT and others);
  • MasterCard cards: a fee of about 13%, amounts from $2 to $594.

The only bonus is a one-time $0.50 for subscribing to the @zukkopro channel (once per Telegram account): enough to test the connection, not for regular work.

FAQ

Is ChatGPT blocked in Russia or not?

The service restricts access by region: Russia is not on OpenAI's list of supported countries. See the company's site for the current list. GPT models are nevertheless available through the gateway via the API and in the Zukko chat.

Is this a replacement for a ChatGPT subscription?

No. ChatGPT is a separate app with its own subscription. Zukko gives access to GPT and other models via the API and in its own chat, and you pay per token.

Which GPT model should I start with?

For a first test, gpt-6.1-sol (Intelligence Index 52) or the cheaper gpt-6-sol (49) will do. Which one copes better with your task, check on several examples.

Why do I still get an error in Cursor or another editor?

Most often it is an address without /v1, a wrong model name or a key from another service. Go through the checklist above and check the quick start.
